The Challenge

Healthcare institutions in the Netherlands urgently need flexible staff, but since the Wet DBA has been fully enforced again in 2025, many no longer dare to hire freelancers. They cannot tell in advance who is genuinely independent, they risk back taxes and fines, and checking identity and qualifications (KvK, BIG/SKJ, VOG) by hand is slow and error-prone. Staffing agencies offer certainty, but at high mark-ups. What is missing is a way to work directly with verified, genuinely independent professionals at a transparent cost, without legal uncertainty or administrative burden.

The solution

A software platform that connects healthcare professionals directly with healthcare institutions, for a fixed fee of €3 per worked hour paid by the institution, with no hidden margins or rate mark-ups. Before registration is completed, every professional goes through a pre-registration assessment that covers each point of view set out by the Dutch Supreme Court in the Deliveroo ruling (2023), in line with the Wet DBA assessment framework. For each point, the professional must either demonstrate that they already meet it, for example by having worked for more than two other clients, operating as a registered business, bearing entrepreneurial risk and using their own equipment and insurance, or the platform itself is designed to make it possible, for example by letting professionals negotiate their own rate with the institution, arrange a substitute (vrije vervanging), send their own invoices and receive payment directly from the institution. Registration is only completed when every point has been addressed, identity has been verified through Stripe, and official registrations (KvK, BIG/SKJ and VOG) have been checked automatically. As a result, only verified, qualified professionals who meet the entrepreneur criteria are active on the platform. After registration, the independence indicator (“zelfstandigheidsindicatie”) continuously monitors patterns such as client diversity and gives friendly, non-blocking tips to help professionals stay independent. Contracts are formed directly between the professional and the institution using approved model agreements, and all relevant information is captured in a real-time digital dossier that institutions can export with one click.
